Foreign Investment in Hanoi Increased Strongly

Foreign direct investment (FDI) into Hanoi is increasing in both quantity and quality. Foreign investors have gradually believed in the decision to set up business in Vietnam.

Unlike many other localities in the country with large FDI projects such as billion-dollar manufacturing complex, Hanoi is much quieter in attracting FDI. But the reality is different. According to the statistics from the Foreign Investment Agency (Ministry of Planning and Investment), up to the end of May 2017, Hanoi still ranked at the 4thplace among provinces attracting the most FDI with over 26.2 billion USD.
If we list the large-scale FDI projects registered in Vietnam since the beginning of 2017, Hanoi can contribute 3 projects, first is Aeon Mall Ha Dong with registered capital of 192.51 million USD. The next is Coca-Cola Vietnam’s 319.8 million USD capital increase project and 72 million USD Park City project.
Last year, a series of FDI projects poured into Hanoi. For example, the project to invest in the purchase and operation of technical system, equipment, technology, software and trading of lottery elective named “Vietlott” (210 million USD); Vietnamobile Company increased its capital (208 million USD); or Vietnam Public Bank project (134 million USD) …
Not to mention, Hanoi has attracted Samsung’s 300 million USD Center for Research and Development (R&D). This proves that the quality of FDI inflows into Hanoi has been improved.
According to information from the Hanoi Department of Planning and Investment, the city is working hard to improve the investment environment to attract more investment capital both at home and abroad. Many solutions have been mentioned, such as facilitating access to land, land use, land for investment and business; improve the efficiency of administration, administrative reform, improve the investment environment; promoting and enhancing the effectiveness of investment promotion activities…
Good news for Hanoi is that the Prime Minister has officially issued a separate Decree allowing the implementation of separate mechanism for the Hoa Lac Hi-Tech Park. For example, allowing investment projects in Hoa Lac Hi-Tech Park to enjoy the highest incentives in accordance with the law of Vietnam, allowing the application of the one-door mechanism, prioritizing the allocation of land funds to develop housing for employees… This is also an opportunity for Hanoi to attract investment in hi-tech sectors, attracting investment from multinational corporations – a priority orientation for FDI attraction identified by Hanoi for many years.
In addition, Hanoi also determines to encourage the development of supporting industries, biotechnology, using modern technology, friendly with the environment; projects in the field of information technology, agricultural development, food safety… And especially, large-scale infrastructure projects.
Without hesitation, Hanoi has frankly expressed the desire that Japanese investors will invest in urban railway projects, investment projects to build bridges spanning the Red River, ring routes, metro lines, underground parking lots, satellite urban areas…
Not only FDI capital, calling for investment in these projects also means that Hanoi also determined to promote investment in the form of public-private partnerships (PPP). In the first 6 months, Hanoi has attracted 24 PPP projects, with a total investment of 32.103 billion USD. A very promising shift, promising that in the coming time, there will be strong waves of investment poured into Hanoi.

Quang Ninh Calls for Investors in Tourism Real Estate

Quang Ninh is becoming an open destination for tourism investors to come and set up business in Vietnam.

With the land area and sea surface of over 12,000 square kilometers, the topography of more than 2,000 islands spread over 250 kilometers of coastal lines, Quang Ninh is considered as a “small Vietnam” with the potential to develop green tourism. Therefore, it is not surprising that many travel experts perceive Quang Ninh is blessed with special values.
The first highlight of the Quang Ninh tourism journey is Ha Long Bay – the world natural heritage, the most typical and unique island in the island’s integrated marine tourism system. Canadian Investors Invest in Binh Dinh Province

Seldat Vietnam Co., Ltd (coming from Canada) went to Vietnam to set up business by implementing the garment factory project.

Department of Planning and Investment of Binh Dinh province has just granted certificate of investment registration for Seldat Vietnam Co., Ltd (investors from Canada) to invest in Seldat Vietnam garment factory project in An Hoa village, Nhon Khanh commune, An Nhon town, with a total investment of nearly 1.2 million USD.

Accordingly, the project will invest 5 production lines with designed capacity of 2 million products/year, products are mainly exported to the US market. The project is built on an area of 2,440m2 and is expected to be completed and put into operation in quarter II/2017.

The project is licensed within the first days of the year so that it can be considered a meaningful gift for the efforts of the Binh Dinh province in attracting investment. BinhDinh province has consistently implemented reforms, simplification of administrative procedures, thereby contributing to create an open investment environment, attracting investors to come to the province. Up to date, Binh Dinh has 69 FDI projects, total registered capital of 783 million USD, mainly are investors coming from potential economies in the world like the US, China, Japan, France, Korea, Singapore, Malaysia, Thailand….

In 2017, in order to continue to be an attractive destination for investors, besides the administrative reform, leaders of Binh Dinh province will strengthen dialogue with businesses in order to listen to their desire, disassemble any difficulties and obstacles to improve the investment and business environment, promoting economic development of the locality.

Currently, the Department of Planning and Investment of Binh Dinh is finalizing the draft scheme for implementation of the model “one door, one door interconnection”, preparing to submit to the leaders of Binh Dinh province for consideration and promulgation. At the same time, the E-Regulations project (electronic regulation system). The website has been completed, fully published the procedures relating to foreign investment so that investors can access and search for information about the investment procedures when investing in Binh Dinh.

According to Director of Investment Promotion Centre (IPC) of Binh Dinh, Binh Dinh province’s goal is to continue to invest in development of Nhon Hoi Economic Zone and industrial zones as planned for these places to become seeds of the province’s growth in the sectors such as industry, tourism services, urban; create motivation and basis so that until 2020, Binh Dinh province can basically become developed province of the central region.

Many Foreign Brands Are Coming to Vietnam

Realizing that Vietnam is a promising market, foreign enterprises want to do business in Vietnam through the form of franchising. Recently, many consumer goods, fashion and cosmetics brands from Japan and Thailand are promoting the franchise with Vietnamese partners and enterprises.

In the framework of the program “Vietnam – Thailand Enterprises Interaction in The Field of Franchising” which was held in Ho Chi Minh City (HCMC) recently, there were 40 Thailand enterprises operating in the food, beverage, restaurant, supermarket, health care, cosmetic sectors joined to find partners in Vietnam.
According Mr Nupartpat Sutthitham, Director of the MP Mart convenience store chain (Thailand), currently in Thailand there are 3 MP Mart stores, in which the model is not the same as Family Mart or Circle K. While Family Mart sells mainly food (80%), MP Mart sells mainly fast moving consumer goods, which are produced in Thailand (70%).
According to representatives of MP Mart, the cost to open a store in Thailand with an average area of 150 m2 is approximately 50,000 USD. Realizing the Vietnam market has many opportunities, MP Mart wants to explore and this is the first time this brand comes to Vietnam. The criteria for selection of investors, partners of MP Mart are having financial resources to be able to scaling this model in large numbers in Vietnam.
Meanwhile, according to representatives of Kokekokko – a well-known chicken fast food brand in Thailand with 5 stores, using Japanese spices to marinate chicken. Representatives of this brand also did not hide their intention to find partners with business understanding and financial resources to open stores in Vietnam.
Also in late November of 2016, there were 9 Japan enterprises with 14 fashion brands came to Vietnam to find partners to open franchise stores or distribute products in the domestic market.
According to Mr Akira Kaise, representatives of I Am Company Limited, this fashion brand has been presented in many markets around the world such as Hong Kong, Shanghai, Korea, Taiwan, Spain, UK, Netherlands… and this is the first time he comes to Vietnam to study the market.
Representative of I Am Co., Ltd commented that young population, good economic development, increasing people’s incomes… are factors to make Vietnam becoming a potential market for fashion items. In addition to the market penetration, the Company is also interested in outsourcing or investing in Vietnam to take advantage of low labor costs and highly skilled labors.
At the Vietnam market, Japanese businesses are often mentioned in the culinary field, meanwhile, the fashion, cosmetics or beauty brands are not widely known by consumers. Thus, recently, many Japanese cosmetic brands have decided to enter the market of Vietnam and looking for official distributors.
In an activity operated by the Esuhai Company of Vietnam recently in HCMC, there were nearly 10 cosmetic brands of Japan participated. Among them, the brand Kose is well known by many consumers.
According to the representative of Kose, this enterprise has been established since 1946, global sales reached 2.1 billion USD a year and has been presented in 18 countries. However, so far, this brand does not have official distribution channel in Vietnam market. Therefore, along with the promotion of market presence and product introduction, on this occasion, Kose desires to find agents and official partner in Vietnam.
Meanwhile, according to representatives of Nippon Menard Cosmetic Company, owner of the brand Menard, the Company is fully confident to introduce their products to consumers in Vietnam and wanted to find good partners to be able to access to more consumers.
According to the representatives of the Japan External Trade Organization (JETRO) in HCMC, Vietnam currently has more than 93 million populations, of which half are women who want to become more beautiful as earnings are improving and willing to spend the budget for beauty and body care. Therefore, this is a favorable time and good opportunity for the Japanese cosmetics brand to penetrate the market of Vietnam.
However, there is the fact that the Japanese cosmetic and fashion products are priced relatively high compared to the average income of local consumers. In addition, the Japanese fashion is not common in Vietnam market. Therefore, this is seen as the first step for the fashion and cosmetic brands of Japan to explore the market and find partners.

Vietnam Technology Startup Attracts Foreign Enterprises

Technology startup in Vietnam is increasingly attractive. Many foreign enterprises are interested in this area and showing their desire to set up business in Vietnam.

According to Mr Mitchell Pham, president of the New Zealand Technology Association (NZTech) – who is known to be the 1st native of Vietnam elected to become the chairman of NZTech, representing for over 400 technology enterprises New Zealand: “All trip participants were impressed with the development of science and technology in Vietnam. We are looking for specific opportunities for cooperation with Vietnam-tech enterprise”.
More information about the members of the delegation, Mr Mitchell Pham said that back to Vietnam this time, accompanied him are 6 young leaders of technology enterprises in New Zealand with a desire to learn and exchange with technology businesses in Vietnam, in order to create connection for long-term investment goals.
In terms of the favorable conditions, according to Mr Mitchell Pham, trade relations between New Zealand and Vietnam have the fastest growth rate in Southeast Asia with 120% in the period 2010 – 2015. Two-way trade of the two countries in 2015 has reached 1 billion USD.
Moreover, Vietnam is known as the country with the booming information technology market and the government is also trying to create more incentives for this sector. Meanwhile, technology businesses in New Zealand have experiences and large operating network, certainly the cooperation and investment in Vietnam will be intensified in the coming period.

Consumers is having trend to access to communication products and services via smartphones instead of traditional media such as TV, poster… Hence, this Company has strengthened their strategy focusing on channels to access information over the phone and access to a diverse range of partners such as the startup.
In parallel, the growth of mobile devices will continue in the coming years. Therefore, the approach to the users of mobile devices – who are moving to the final stage of the shopping journey and going to buy the product – becomes extremely important. Quang Nam Province Welcomes Foreign Investors

In 2017, Quang Nam province is expected to continue to become the bright spot of the central region on investment attraction, welcoming foreign enterprises to come and invest in Vietnam.

In fact, Quang Nam province is an ideal destination for investors at home and abroad. There were presence and long-term commitment of the major investors such as Truong Hai Auto, Suntory – Pepsico, Vietnam Brewery VBL, Inax sanitary equipment, Groz-Beckert textile equipment and famous travel brands such as The Nam Hai, Montgomerie Links golf course, Victoria, GoldenSand, Palm Garden…
Compared to many localities, Quang Nam has great advantages in attracting investment. Firstly, the province has strategic geographical location with an area of 10,438 km2, located in the middle of Vietnam, belongs to the key economic zone in central Vietnam. In the long term, Quang Nam focus on attracting investment projects in economic sectors that the province has many advantages such as supporting industries (mechanical manufacturing, automobile, electronics…); processing industry of consumer goods, household goods, agriculture, forestry and fisheries products, construction materials; the agricultural sector (high-tech agriculture, cultivation and processing of agricultural products …); the field of tourism, services, urban (ecology urban areas, coastal and riverside luxury resorts, hotels, restaurants, supermarkets…), training of human resources; the investment, construction and trading of infrastructure of industrial parks, industrial clusters.
Another highlight of the investment attraction policies of the province is that the investors have the full right to choose and decide to implement the project in the appropriate investment model. Moreover, investors are given the investment incentives stipulated by the Government, including the Chu Lai Open Economic Zone and 15/18 districts in the list of investment incentives stipulated by the Government on the premises, corporate income tax and import tax…
According to the Public Administration and Investment Promotion Center of Quang Nam Province, the newly established enterprises from investment projects in difficult economic condition areas in Chu Lai Open Economic Zone; investment projects in the fields of high-tech agriculture, scientific research, technological development, education and training, vocational training, environment… will be applied the corporate income tax rate of 10% for 15 years since the taxable income arises; ; are exempt from corporate income tax for 4 years and reduce 50% of the tax payable in the next 9 years.
Enterprises investing in the industrial zones in such districts as Duy Xuyen, Dai Loc, Que Son and Phu Ninh are applied the corporate income tax rate of 17% for 10 years, are exempt from corporate income tax and reduction of 50% tax payable in the next 4 years.
Also, Quang Nam also apply competitive prices and depending on land investment sectors, projects may be exempted from land rent during 11 years, 15 years or during the term of the project. In addition to the general provisions, the large-scale projects with important implications and will be coordinated with your PPC investment research applied to the Government for specific policies.

Thailand’s FDI into Vietnam Reached 8.13 billion USD

By the end of March 2017, Thai investors had invested in 458 projects with a total registered investment capital of 8.13 billion USD, standing at the 10th position out of 115 countries and territories investing into Vietnam.

With the determination of the two Governments and the proactive of businesses, the economic cooperation between Vietnam and Thailand will grow strongly and reach the target of 20 billion USD in bilateral trade by 2020. Vietnam-Thailand trade relation has grown by more than 40% during the past five years. Specially in 2016, the growth rate continues to reach 10% with total turnover of nearly 13 billion USD. In the coming years, the two countries’ trade will increase as the two countries move towards the implementation of the ASEAN Free Trade Agreement and other general agreements.
On the Vietnamese side, as of January 1st 2015, Vietnam has cut its tariffs by 0% on more than 8,600 tariff lines. The remaining 669 tariff lines will be reduced to 0% by 2018. On the Thai side, currently more than 9,500 tariff lines under the tariff reduction schedule of the ATIGA have been fully abolished since 2012. In that context, the two sides should organize activities to promote trade and investment; continue to encourage Thai businesses to invest in Vietnam, support Vietnamese businesses to expand their business to Thai market, contributing to balance the trade balance.
In fact, Vietnam is Thailand’s second largest trading partner in ASEAN and Thailand is the largest trading partner of Vietnam. The two countries are located on the mainland with convenient transportation. The two countries also have open policies, implementing many measures to reduce barriers, facilitate the flow of goods.
Not only a major trading partner, Thailand is also one of the countries having cooperative investment with Vietnam very early, right after Vietnam implement the policy to open and attract foreign investment. In the past few years, Thai businesses have made specific plans to increase their investment capital in advantageous areas in Vietnamsuch as retail, building materials production, thermal power, animal feeds…
The establishment of the ASEAN economic community (AEC) is a great motivation for Thai investors to bring capital to Vietnam and expand their business area. Not only towards the market of 90 million people in Vietnam, Thai businesses are far more visionary to penetrate the AEC market with a population of 600 million and a total GDP of 3,000 billion USD.

Japanese Investors Want to Implement Kobe Cow Raising Project

Livestock breeding is one of the important economic sectors in Vietnam.  However, it appears that due to the competition pressure, disease, and lack of the control of the authority, the quality of the products have been negatively impacted.  It is important for Vietnam to encourage project to set-up business in Vietnam in animal breeding to create a better competition environment, with high quality standard of products to be produced under a better control of the local state authorities.

Mr. Hironori Sakai, Secretary General of the Vietnam-Japan Friendship Association, had just have working visit to Quang Binh province (Vietnam) to survey implementing the Kobe cow raising project.
The delegation was welcomed by Vice Chairman of Quang Binh People’s Committee Mr. Nguyen Xuan Quang and leaders of Departments of Planning and Investment, Agriculture and Rural Development, Natural Resources and Environment, Foreign Affairs, Port Authority, Provincial Customs Department.
At the meeting, leaders of the Quang Binh Department of Agriculture and Rural Development reported on some issues related to the Kobe cow raising project in the province.
Accordingly, the Department has also introduced the locations in Quang Tien, Quang Luu Commune (Quang Trach District) and Truong Xuan, Truong Son (Quang Ninh District) for investors to select and deploy the project.
At the present, the whole province has about 2,200 hectares of grass and maize for cattle feed. When implementing the project, the Department will direct localities to actively convert other areas of rice and inefficient crops into grass and maize to ensure sufficient feed supply for the project.
Speaking at the meeting, Mr. Nguyen Xuan Quang stressed that the investment in cattle breeding project in Quang Binh is in line with the provincial policies and orientations. The province is willing to create favorable conditions for Japanese business delegations to explore the necessary conditions for the investment procedures.
In addition, Vice Chairman Nguyen Xuan Quang also requested the Japanese business delegation to coordinate with the relevant departments and localities to complete the legal procedures to implement the cow raising project in Quang Binh province in the shortest time.

French Corporation Opens “Laughing Cow” Cheese Factory in Vietnam

According to the European Supermarket magazine, Bel Group (France) has just opened a 1 ha plant in Vietnam to produce “laughing cow” cheese to serve the Southeast Asian market, marking their first penetration into the Vietnamese market.

The new plant will produce an additional 3 million pieces of cheese a week, doubling the output for the region. In addition to being sold in Vietnam, the product will be exported to the Philippines, Singapore, Cambodia and Thailand.
Bel Group began construction of this plant in July 2015 in Binh Duong, with an investment capital of17 million USD. The factory also has a research center to develop products suitable for Southeast Asian taste.
The brand “laughing cow” cheese is currently occupies 85% of the market share in Vietnam in this segment.

Ho Chi Minh City develops startup ecosystem with $1.3 mln fund

Ho Chi Minh City has earmarked VND30 billion ($1.3 million) for a startup investment fund which is expected to provide local entrepreneurs with the funds they need to develop their products, services and technologies.


The fund, which has been raised from individual and institutional investors, is projected to grow to VND100 billion by 2020.

Vietnam is aware that in order to maintain economic momentum, it cannot afford to fall behind in the technology race.

Under increasing pressure to modernize the economy, the Vietnamese government has adopted a series of reforms. In recent years it has encouraged the private sector, in collaboration with state-sponsored sources, to set up venture capital funds so that domestic businesses have more funding options to turn to when they need capital.

IT companies, for example, those developing mobile and web-based applications or those applying advanced technology in agriculture, are welcome to apply for loans from the city’s investment fund, said Truong Ly Hoang Phi, head of the city's startup support center.

Phi added that the fund will be prioritized for those working in the city’s key industries.
This is the city’s first startup investment fund aimed at promoting technological innovation among the city’s business community, said Pham Hong Son, president of Ho Chi Minh City’s Youth Union.
The fund was co-founded by the state-owned Ho Chi Minh City Finance and Investment Company and the Saigon – Hanoi Commercial Bank with the aim of offering incentives to help entrepreneurs develop their ideas.

Hanoi, Ho Chi Minh City listed as foreign investment magnets

Vietnam received an estimated $18.1 billion in new FDI pledges from January to November this year.
Ho Chi Minh City and Hanoi have been ranked 10th and 17th respectively out of the top 25 emerging market cities on the fDi 2016/17 Global Cities of the Future listing, a global investment service provided by the Financial Times.

Chinese cities dominated the ranking with Shanghai and Beijing claiming the top two places.

Thailand’s Bangkok was the other Southeast Asian city named on the list, placed above Ho Chi Minh City and Hanoi in 9th.
In the top 25 overall ranking, which included emerging and developed countries, Singapore kept its position at the top of the table as the Global City of the Future 2016/17, with London holding strong in second place and Dublin displacing Hong Kong to rank third.

 The ASEAN Investment Report 2016 showed that Cambodia, Laos, Myanmar and Vietnam (CLMV) recorded a combined 38 percent jump in FDI inflows to $17.4 billion last year from the year before. Their share as recipients of the investment flowing into the region rose from 10 percent in 2014 to 14 percent in 2015.

Leading the CLMV group, Vietnamattracted FDI inflows of $11.8 billion in 2015, a 28 percent increase year-on-year, said the report.

Vietnam received an estimated $18.1 billion in new FDI pledges from January to November this year, down 10.5 percent from a year ago, according to the Ministry of Planning and Investment.

However, the investment ministry said foreign investors had disbursed an estimated $14.3 billion in Vietnam as of the end of November, a rise of 8.3 percent from the same period last year.

Foreign direct investment inflows to Vietnam are expected to hit a record high of $15 billion this year, Prime Minister Nguyen Xuan Phuc said at the Vietnam Development Forum earlier this month.

The concept of risk is not strange to businesses in particular and those who do business in general. “Doing businesses is taking the risk” became a popular saying of the business people, whether they are owners of large or small businesses.

Although business has to face with risk every day and every hour but risk management is relatively new concept, not many businesses have understanding about it. Therefore, the risk management activities of the business are often being conducted in a half-hearted way. Not many businesses, including large enterprises, have proper risk management departments in their organizational structure. Hence, the uncertainties and crises are usually occurs, causing negative effects and sometimes become disaster for the business.
There are always potential risks in any business environment, whether that environment is developed with clear and transparency rules, or that environment is primitive environment with many confusing and complicated. If the business environment is primitive with inexperienced entrepreneurs, there will be more risks. Risk can be derived from many factors in which the subjective factors may cause risk to occur more with more severe consequences, or vice versa, enterprise can stop the risk or significantly reduce its impact. This depends on the risk management capacity of organizations and businesses.
Risk management is the process of analyzing the environment (inside, outside) to identify, analyze, evaluate, classify, ranking and implementing appropriate solutions to respond to risks to eliminate or minimize the negative impacts that may have. In many cases, risk management includes identifying opportunities within the risk, in order to exploit, take advantage of them and bring benefits to compensate for the damages caused by the risk.
Risk management is different from risk control and risk handling. Risk control is the response activities for the risks that have been identified. Risk handling is dealing with risks and crisis after it has actually occurred. Risk management is the systematic activities, maintaining at every level and assigning to a specialized department.
Properly understand the nature and importance of risk management, business will definitely not hesitate in setting up a professional risk management system. An effective risk management system helps businesses to identify risks early (which are very diverse, extensive and constantly changing), evaluate the possibility to occur and the degree of harm to have effective response measures. Unfortunately, the subjectivity is still the characteristic of many businesses in the risky business environment.

RISK MANAGEMENT: A VITAL ELEMENT WHEN DOING BUSINESS

Risk management is a vital element when doing business but so far, not many enterprises concern about it.

According to a recent survey with 522 companies, there are only 43 companies, accounting for about 8%, have the independent risk management department in their business. More noteworthy, the majority of these 43 companies operating in the banking and financial sector, which has nothing new to risk management. In fact, not all banks have independent and effective risk management departments. The negative problems related to the banking system in recent times somewhat showed the picture about the risk management of this sector.
Risk is understood as any events and situations that could harmful to the ability to achieve the business objectives of the enterprise. Risk management is organized in a formal way and is conducted continuously to identify, control and report the risks that may affect the achievement of the business objectives of the enterprise.
So why businesses are not interested in risk management? Part of this problem stems from the awareness of the leaders. In order to build and operate the risk management system in the enterprise, it needs the commitment of the senior leaders. If senior leaders do not aware of this problem, the administration process will be difficult to achieve the desired effectiveness.
Recently, there are many theories and systems of risk management but small and medium enterprises should be cautious when apply because system and theory are just general and they should be adjusted when applying to each business.
In order to form the culture of risk management, the leaders must along with the employees to implement it regularly and for each project. In theory, the risk management process is carried out in 5 steps: identify risk; evaluate its impact; determine the likelihood; action and measures; monitoring and evaluation.
